EU roaming: check your plan before travelling
The rules cover eligible plans and networks, not every SIM used in Europe. Boats, border areas and fair-use limits need extra attention.
An EU holiday does not automatically make roaming free on every phone. Start with the country where your mobile plan is issued and the destinations included in that plan. A visitor arriving with a US, UK or other non-EU SIM needs to check the provider's own terms.
For eligible plans, “roam like at home” means using the applicable domestic allowance while temporarily travelling within the covered area, subject to the rules and fair-use conditions. It does not mean unlimited free data for every traveller.
Check the current country list
The Council of the EU's consumer guide explains the system and confirms that Moldova and Ukraine joined the roaming area on 1 January 2026. That extension is not a travel-safety recommendation.
For countries such as Switzerland, the UK or Andorra, check your provider's inclusion list directly. Some plans include additional places voluntarily; others charge separately. A country being in Schengen does not establish its roaming price.
If you are near a border, check the network name before using mobile data. Automatic network selection can connect you somewhere with different terms.
Unlimited at home may have a roaming limit
Read the roaming data allowance in the app or contract, especially on a low-cost or unlimited domestic plan. Ask what happens after it is used and whether spending limits or alerts are available.
Long-term use abroad can trigger fair-use checks. A travel SIM is not necessarily a solution for permanent residence in another country. Calls made from home to a foreign number are also a different service from roaming while abroad.
Be careful on ferries and cruises
The European Commission's roaming FAQ explains that satellite and other non-terrestrial networks on ships or aircraft fall outside the ordinary roaming price caps. Being on a ferry between EU ports does not guarantee ordinary mobile rates throughout the crossing.
Use airplane mode when you do not need a mobile connection at sea, and enable Wi-Fi separately only after checking the ship's price. Download maps and tickets beforehand so that staying offline does not disrupt the journey.
