Official government authorities across Europe and North America advise against all travel to the Russian Federation. Travelers face arbitrary enforcement of local laws, severe restrictions on consular assistance, suspension of direct European transport links, and total disconnection from international banking networks. Leisure travel is not supported.
International Banking & Payment Card Failure
Following the imposition of comprehensive international financial sanctions in 2022, Visa, Mastercard, American Express, and JCB suspended all operations in Russia:
- Foreign Cards Do Not Function: Any debit or credit card issued by a bank outside Russia will be immediately declined at all Russian merchant terminals, online booking platforms, and ATMs.
- No Western Money Transfers: Services like Wise, Revolut, Western Union, and SWIFT personal wire transfers are blocked or heavily restricted.
- Cash Dependence: Foreign nationals traveling for essential family or diplomatic reasons must carry sufficient physical foreign currency cash (clean, unmarked Euros or US Dollars) to convert into Russian Rubles at authorized bank counters inside Russia.
Transport Suspension Between the EU and Russia
- No Direct Flights: Direct commercial passenger flights between EU member states and the Russian Federation are banned under EU aviation sanctions. Air travel requires indirect transit via non-EU hubs (such as Istanbul, Dubai, Belgrade, or Yerevan).
- Rail Link Suspension: All passenger train services between European nations and Russia (including the high-speed Allegro train from Helsinki to Saint Petersburg) were permanently suspended in 2022.
- Eastern Land Borders: Finland has closed all eastern road border crossings with Russia to normal passenger traffic. Land border checkpoints between the Baltic states (Estonia, Latvia) and Russia are subject to extensive restrictions, reduced operating hours, and potential sudden closure.
Legal & Consular Realities
- Consular Limitations: European and Western embassies in Moscow operate with severely reduced diplomatic staff. The capacity to provide emergency consular assistance to foreign citizens is extremely limited.
- Strict Speech & Device Scrutiny: Russian legislation criminalizes public statements or social media posts criticizing military operations or government policy. Border officials conduct intrusive electronic inspections of smartphones, messages, and photos upon entry.
