Comparing travel costs across Europe
Use countries as a starting point, then compare the actual cities, dates and style of trip you are considering.
A broad “Western Europe versus Eastern Europe” budget is too rough to book a trip from. A resort in peak season can cost more than a larger city elsewhere, and a private room changes the comparison with a hostel bed. Start with places and dates you would actually choose.
Eurostat's 2025 price-level data shows wide differences between EU countries. It is useful background, but it measures household consumption. It is not a quote for a visitor's hotel, attractions or train tickets.
Make the comparison fair
Use the same number of travellers, nights and room standard. Read whether taxes and required charges are included. Compare either flexible bookings or restrictive ones in both places, rather than mixing the two.
Add meals in the style you expect to eat. A supermarket picnic, a simple lunch and a restaurant dinner are three different spending choices. Do not give one city a daily café habit while budgeting only groceries in the other.
Use local transport fares for the journeys you will make, including airports. Add the attractions that made you choose the destination in the first place.
Compare the whole trip total
Write down accommodation, food, transport between cities, local travel and paid activities. Keep a separate allowance for unplanned spending. Divide the total by the number of travel days only after those costs are included.
This makes the trade-off easier to see. Spending longer in one base can reduce intercity fares and repeated airport transfers. A cheaper destination with several expensive connections may lose its advantage over a simple stay elsewhere.

Use examples that match your interests
Compare Vienna and Budapest if you want a city break with museums, cafés or baths. Compare Valencia and Málaga if beaches and city walks matter more. Those are decisions between real trips, not assumptions about an entire half of Europe.
Once you have a workable total, keep some flexibility in the daily plan. You may prefer one memorable paid visit and several free walks to buying admission everywhere simply because it appeared on a list.
