Bilbao is a strong choice for a museum-focused break with river walks and time in the old town. San Sebastián suits a trip built around the coast, neighbourhood wandering and meals you have left time to enjoy. Neither city needs to be reduced to a cheaper substitute for the other.
What you would do there
In Bilbao, give the Guggenheim a proper place in the schedule if its exhibitions interest you. Walking around the building is different from buying admission to the galleries. Combine the riverside with Casco Viejo rather than squeezing several museums into one afternoon. Check the museum's official website for exhibitions and tickets.
San Sebastián puts the sea closer to an ordinary city day. La Concha offers a long bayfront walk, while Zurriola sits beside Gros and is associated with surfing. The official tourism guide also covers Monte Urgull and neighbourhood routes. Swimming conditions depend on the weather and beach flags, even when the promenade looks calm.
A three-night stay in either city gives you two full days without forcing a move. With a longer visit, staying in both can be worthwhile, especially if you want evenings in each rather than a hurried day trip.
Pintxos without an open-ended bill
Read the prices and ask how ordering works at that bar. Some pintxos are displayed on the counter; others are ordered hot. Taking several small dishes plus a drink at every stop can become an expensive dinner, even if each individual item looks modestly priced.
Set a food allowance that matches your priorities. If eating is the main reason for the trip, it makes more sense to budget deliberately for it than to choose the city on an unsupported claim that meals are always cheaper there.
Compare the journey as well as the room
Check the arrival airport, transfer endpoint and evening return options. A flight sold as serving the wider region may leave a substantial onward journey. Compare intercity coach and rail schedules for your date rather than assuming the train is the quickest choice.

Check the airport code
San Sebastián Airport, EAS, is near Hondarribia, roughly 20 km from the city. Bilbao Airport, BIO, is much farther from San Sebastián and needs the intercity airport coach or another arranged transfer. A flight search can offer both for the same regional holiday.
