Exploring the Bay of Kotor without a car
Choose a base with useful bus links, then plan a few bay stops without turning every day into a long transfer.
Stay close to the places you want to spend time. Around the Bay of Kotor, a cheap room can be inconvenient if it sits on a road with an awkward walk and few useful buses. Check the actual route between the accommodation, a food shop and the nearest stop before booking.
Kotor is a practical starting point for an old-town stay and trips around the bay. A quieter waterfront base may suit you better, but compare its transport with your evening plans as well as daytime sightseeing.
Use current local bus information
Blue Line publishes information for its Kotor and Tivat services. Confirm the current departure, boarding point and fare locally or with the operator. An old municipal PDF can be useful for recognising a route, but not for promising today's last bus.

For a visit to Perast, find out where to get off and where the return bus stops. Save the location before leaving Kotor. Do not assume a bus towards a nearby place will stop wherever you ask.
Leave room for road traffic, especially when a bus is part of an airport transfer. A short distance around the bay can take longer than the map suggests.
Be selective with boat trips
A sightseeing boat and a public transport connection are different purchases. Ask which stops are included, how much time you get ashore and where the trip finishes. Check whether attraction entry or an additional small boat costs extra.
For a simple visit, one boat outing may be enough. You do not need to combine every island stop and distant swimming spot in the same afternoon. Keep the operator's contact details and know the return arrangement before stepping ashore.
Walk where the route suits walking
Use marked pedestrian routes and assess the roadside space before setting off between settlements. A waterfront line on a map does not guarantee a continuous pavement. Plan shorter walks around your base instead of treating the whole bay as an easy walking circuit.
