Montenegro on a budget
Choose a coastal or mountain base in Montenegro, then budget for the journeys, beach access and activities that shape the trip.
Montenegro is small on a map, but moving between its coast and mountains takes time. For a short trip, choose the part you most want to explore. Constantly changing bases can use more of your budget than paying a little extra for a conveniently placed room.
Coast or mountains
Kotor suits a stay focused on the bay and old town. Check how far a cheaper apartment lies around the bay and whether you can walk safely to dinner. A waterfront address does not automatically mean a beach outside the door.
Budva offers a more beach-focused base. Compare the old town, the bus station area and accommodation farther along the coast as separate locations. Summer crowds and traffic can make short road journeys slow.
For Durmitor, look at Žabljak. The national tourism board's park guide distinguishes lake walks from high mountain activities. A gentle outing near Black Lake and an ascent of Bobotov Kuk need very different preparation. Check park entry charges, trail conditions and any transport to the starting point.
For intercity buses, the national tourism organisation recommends BusTicket4.me and also notes that station counters sell tickets. Check the dated operator, station charge and luggage terms rather than copying one old fare into the whole trip.
Keep the budget tied to a route
Here is an illustrative ordinary day for two adults sharing a room, shown per person: €40 for half of an €80 room, €15 for breakfast and lunch, €18 for dinner, €7 for local travel and €10 for visits or extras. That totals €90 per person. These are planning allowances, not current quotes, and they exclude arrival travel, rafting, major excursions and car hire.
Replace the room figure with prices for your own dates. July and August coastal availability can change the calculation substantially. A solo traveller using the same room would add €40 to the example.
Check the final stretch
Mogren is reached from Budva's old-town side by a coastal path. Check local access conditions rather than treating it as an all-weather shortcut. Drobni Pijesak lies outside central Budva and requires a separate journey and a descent towards the beach. A low-cost bus ride along the main road does not settle the last part of that trip.
Confirm intercity departures with the station or operator, including luggage charges and the final service back. For a coast-and-mountain holiday, spend several nights in each base and allow a proper transfer day. Compare the Albanian Riviera using the same season and room requirements before deciding which coast offers better value for you.
