Azerbaijan on a budget: check the route before the room
Air entry, the limited Georgia rail exception and ordinary land-border rules are different. Confirm eligibility and the actual service before building the budget.
Before comparing rooms in Azerbaijan, check how you may enter and leave. Air entry, ordinary land-border permission and the limited rail exception with Georgia are different rules. A ticket does not prove that your passport may cross.
Make three separate checks for a land or rail plan
The Ministry of Foreign Affairs entry notice permits foreign visitors to enter by air. Ordinary land entry still requires Task Force permission.
Since 25 May 2026, rail entry and exit between Azerbaijan and Georgia is permitted for foreign citizens who already have visa-free entry rights for Azerbaijan. This is not a general land-border opening, does not cover every passport and does not confirm that a useful passenger train operates on your date. Foreign citizens may leave Azerbaijan through a land border without that permission.
Confirm your passport's entry eligibility, the border rule and the actual passenger service as three separate checks.
Allow enough time for the visa and registration
The official ASAN e-Visa conditions say a standard application takes three working days and an urgent application takes three hours. The e-visa is single entry, valid for 90 days, and permits a stay of 30 days. Check that the travel document remains valid for the required period and use the same document for the application and journey.
If the stay is longer than 15 days, follow the State Migration Service guidance. The place of stay must be registered within 15 days of arrival, and the registration itself has no state fee. Ask the accommodation whether it completes this step.
Put the one-time costs before the daily budget
List the international journey, baggage, visa, airport transfer and insurance first. Then add the actual room quote, meals, local transport and admissions in Azerbaijani manat. A whole room and a per-person budget are not the same thing.
For Gobustan or Absheron, check the vehicle, admissions, guide, pickup, waiting time and return. For Sheki, use the Baku to Sheki guide: the checked coach is about four hours, while the sleeper runs overnight and arrives outside the historic centre.
